Ghost of Tsushima for PC is now restricted in multiple countries
Sony keeps doubling down with PSN accounts on PC, now restricting Ghost of Tsushima from 170+ territories.

Not even a week after Sony "redeemed itself" by backtracking their decision to enforce a requirement for a PS account on Helldivers 2, they decided to return to the questionable decision path now with Ghost of Tsushima Director's Cut for PC, though it would be a lie to say that this was unexpected.
Helldivers 2 purchase restrictions were updated to add Baltics.

Sony decided to restrict Helldivers 2 for PC in more than 170 territories because the game required users to sign in with a PSN account, which was not possible in most of those places. Even though this requirement is no longer necessary, Sony has not lifted the restriction yet, now they have done the same with Ghost of Tsushima Director's Cut on Steam, as the game also asks for a PSN account, but only if you plan on using the PlayStation Overlay or play the Legends online mode, with the slight difference that Japan is not restricted in this one.
The most common belief is that these restrictions were applied because they cannot sell the games in countries where people could not play the game partially or totally due to these requirements. However, they kept the restrictions on Helldivers 2 even though a PSN account is no longer needed, and some places, like Puerto Rico, are capable of making PSN accounts and are still added to the list, but the issue remains; Sony keeps doubling down and restricting the game in multiple countries.
Considering that Ghost of Tsushima is, first and foremost, a single-player game and that the PSN requirement is "optional," it might not reach the same amount of outrage Helldivers fans caused, which was the reason Sony removed the PSN account requirement, and it still did not guarantee the restoration of the game on the restricted territories, the game is still restricted on the same countries as Ghost of Tsushima on Steam.
