Starfield won't have official mod support until 2024
You can already Mod it since the very first day, just not officially.
Bethesda is no stranger to their games being modded; they even support it in their older games, though Starfield still won't be receiving that kind of official support for a while, as Todd Howard has mentioned in an interview with Famitsu (in Japanese).
--Will mods be able to place new creatures and other things on the planets?
Todd: Once the mods are available, we will be able to do almost anything, as we have done in the past. Mods will be supported next year, but we will do it in a big way because we love it.
Mods have been available since the game's early access days, some that enabled DLSS for the game, others that changed the menus to a more detailed design, and even some that changed the characters' models, and tons of mods are still being created as the days pass.
Official support does not sound necessary in the eyes of the general public. However, it will mean that they will release the tools needed to make mods that would otherwise be difficult, if not impossible, to make.
In the interview, Todd Howard did not mention exactly when official mod support will be added to the game, so any modders waiting for official mod support to do what they were originally unable to do will have to wait until next year.
