Where to find Lugia and Ho-Oh in Pokémon Scarlet and Violet
Find and catch the Tower Duo Legendaries from Pokémon Gold and Silver, the second Generation.

The Pokémon Scarlet and Violet DLC lets you catch Legendary Pokémon from previous games once you meet requirements such as completing the Hidden Treasure of Area Zero storyline and doing enough Blueberry Quests; depending on your game, you can get the required Treat for one of them from Snacksworth after doing enough Solo BBQs, while the other is locked behind Group BBQs.
When battling them, be aware that they both have the moves Extrasensory and Recover, while Ho-Oh has Sunny Day to Boost Sacred Fire’s damage, Lugia has Rain Dance, but no Water moves to boost damage.
Both Pokémon have the Ability Pressure, which will make you spend more PP whenever you use any move.
Lugia

Lugia, the Legendary Pokémon introduced in Pokémon Silver, a Pokémon that is understandably often mistaken for a Water Type rather than Psychic/Flying; Snackworth’s hint tells you that he was swimming in a frigid stretch of the sea; Lugia will be swimming near an Island northeast of Glaseado Mountain.

Ho-Oh

Ho-Oh, the Legendary Pokémon introduced in Pokémon Gold, responsible for the resurrection of the Pokémon that became Raikou, Entei, and Suicune, will appear by the Waterfalls on the Southwest of Paldea as described by Snacksworth, more precisely southeast of Alfornada.
