Mario Kart Tour will cease to add new content
After the anniversary, any future event will be a repeat of previous ones.
Mario Kart Tour is a mobile game version of the Mario Kart games. It has been out for almost four years, and they have announced that the Anniversary Tour, which starts on September 20th, will be the last one regarding new content.
The message, which can be found in the game news, states that the upcoming Tours will be the Anniversary Tour on September 20th, the Battle Tour on October 4th, and the Halloween Tour on October 18th, these last two being repeat content from previous Tours.

Nintendo has announced that content updates will end after the Battle Tour (starting Oct 4).

After mentioning the Tours dates, the message does confirm that starting on October 4th, any future Tours will be repeats and that they will no longer add new content to the game after that date.
The game will continue to be playable, at least for a while, but no new content will be added. But at this pace, it will likely not last long before they decide to shut down the game entirely and maybe revive it after the next big Mario Kart game.
After the game's eventual closing, many tracks and character costumes will probably be lost unless they get added to the mainline games, like how some tracks were added to the Mario Kart 8 Deluxe DLC.
