Insomniac adds back tutorials in Spider-Man 2's NG+ because people forgot of the Tutorial segments
They could have removed the tutorial pauses, but apparently, adding the text was the simpler solution.
Insomniac has released a new update for Marvel's Spider-Man 2, the third after the New Game + Update. While Version 1.002.003 is not as big, it still adds some noticeable fixes to the game, and they are also taking notes for future updates.

One of the first relevant fixes is about the Suits; as one of Spider-Man fans (and frankly, many other franchises), more common complaints are about design, this time with a bit of reason, some of the suits had design flaws. For example, the Amazing 2 Suit, which was inspired by the suit from the Amazing Spider-Man 2 movie, had an effect on the mask lenses that made them appear wavy.
Another suit-related bug fix was at the beginning of the game, as Peter needed to change to a cleaner, less sandy suit, and goes to his duffle bag on a roof to change; if you looked closely, the suit in the bag also reflected Peter's current damage, and disturbingly, some of the holes displayed exposed skin... while still in the bag, this is obviously due to it being the same texture as if Peter is wearing it, but after the update, the suit in the bag won't display your battle damage.
Moving on from suits, another of the more relevant "fixes" is about New Game Plus; given that NG+ does not need tutorials, these won't appear, but some moments you are still stopped to press the right button(s); this doesn't affect much as most tutorials are right on the beginning and you'd do them without even realizing. The issue starts a few missions in when you are required to do a charged jump, as the game stops you on your tracks, but since there is no tutorial, some players would forget what they need to do at that moment and get stuck pressing all buttons but the right ones thinking that the game broke; now the game will re-add this and other Tutorial texts, where the prompt wasn't as obvious.
After the update was released, Insomniac has been responding to some fan requests and reports, indicating that they are taking notes for future fixes, like how some other suits started having other issues or how they want the option to change the Parry animation, as Peter's animation changes permanently after a certain point in the story, and New Game + keeps that same animation, instead of using the Spider-Arms.
