Forza Horizon 4 is leaving digital stores in December
The game won't be available in December, but the DLC has already been removed from the stores.
Playground Games has announced that Forza Horizon 4 will be removed from digital stores on December 15th, 2024, just over six years from its original release, though as per their announcement, the DLC is already gone as of June 25th, 2024.
This is no rare occurrence as they have done the same with previous entries when they reach their end-of-life status, likely to make future players pick the next title, considering Forza Horizon 5 has existed for nearly three years.
On July 25th, the game will have its final Series, Series 77, which will include the last Festival Playlist, which ends on August 22nd. This means that this will be the last chance players have of getting achievements related to Festivals.

For the time being, Forza Horizon will feature multiple discounts until it is delisted from the stores. The game, including its DLC and online features, will remain downloadable and playable to all players who own it even after December 15th.
For any Game Pass players who purchased DLC for the game, if they had a fully paid Game Pass subscription by June 25th, 2024, they will receive a token for Forza Horizon 4 Standard Edition completely free. Though the process might take a couple of days, the token will be delivered through the Xbox Message Center; these tokens have a 2-year lifespan, so they must be redeemed before June 25th, 2026.
After December 15th, Forza Horizon 4 will be removed from Digital Stores and Game Pass, but the game will remain playable with most of its features intact for all players who already own the game and DLC, including those who have the Physical version of the game.
