Xbox is testing a Voice Reporting feature
You can record it when it happens, and then report it when finished playing.
Xbox is launching a Voice Reporting feature on Xbox One and Series X|S, currently the Voice Reporting feature is being released for Alpha and Alpha-Skip Xbox Insiders, the feature consists of giving you the ability to attach a recording of a moment where the player you are reporting uses foul language.
All you have to do is record a voice clip of the moment you want to report when it happens while you are playing, when you are done playing you can continue with the report, add the voice clip, and give your explanation of the situation, you can finish the report at any time within 24 hours of the recorded clip, and done, you will receive an update when the clip has been reviewed and what kind of action has been taken.
This kind of report is most likely to weed out players who harass others for their gender, race, or any other background, us most commonly heard are the players who shout slurs for no reason at all, or when there is a player targeted by those words, another type of players are those who insult women as soon as they speak, resulting in them not wanting to speak when playing online.
The reactive voice reporting feature will start being available in some English-speaking countries via the Insiders Program, other languages might be supported eventually, maybe when the feature is fully implemented.
